Job Description:
Under the general direction of the Director of Collective Bargaining, the Coordinator of the Negotiations Section is responsible for managing the work of the Negotiations Section of the PSAC. The Section is responsible for the research and development of collective agreement demands, including pay research, the negotiation of collective agreements and exclusions, designations and essential services under a wide variety of legislative jurisdictions, as well as representation on such NJC committees as the Travel Committee, the Public Service Health Care Trust, and the Dental Plan. The Coordinator of Negotiations is a member of the management team of the PSAC and is responsible for managing the budget of the Section, for implementing staffing and staff relations in the Section, for participating in organizational strategic planning and implementing organizational priorities in the Section and in providing advice and assistance to the AEC, Directors and Management Team on policy development and special projects.

Job Requirements:
• Extensive experience in the field of industrial or labour relations.
• Experience in the field of negotiations.
• Thorough knowledge of the principles and practices of staff relations and pertinent acts and regulations.
• Thorough knowledge of public and private sector compensation and benefits practices and working conditions.
• Good knowledge of research techniques.
• Good knowledge of advocacy techniques, legal research and interpretation of jurisprudence.
• Demonstrated ability to lead a team of skilled practitioners in a variety of pressure situations as well as provide the PSAC leadership with sound counsel on matters relating to collective bargaining;
• Demonstrated management skills.
• Understanding of and commitment to trade union and equity principles
• Ability to communicate orally and in writing in English or French or in both official languages (according to the position’s requirements).
• Good knowledge of the functions performed in the Branch and the Section;.
• Good knowledge of the political and operational inter-relationships within the organization.
• Good knowledge of the organization and structure of the federal public service, and the Canadian Parliamentary System.
• Thorough knowledge of the PSAC Constitution & Regulations, policies and objectives of PSAC programs.
• Ability to establish a working relationship with and influence members of the media.
• Ability to contribute to planning and priority setting.
