The Department, Division and its Strategy:
Working within the Health Services Department (Public Health) and reporting to the Manager, Chronic Disease and Injury Prevention (CDIP), you will support the Division’s focus on the Living Tobacco Free Strategic Priority and the Ontario Public Health Standards.

Position Overview:
You will supervise a multi-disciplinary team that includes health promoters, public health nurses, and administrative staff. The team is responsible for program planning, implementation, and evaluation of tobacco control programs including youth engagement, smoking prevention, and cessation programs.

Job Requirements:

  • Health related degree from a recognized university combined with a minimum of five years public health experience
  • Demonstrated supervisory abilities and have broad knowledge of public health issues and key determinants of health.
  • Familiar with complex project management (including matrix management) and with development and management of external vendor contracts
  • Experience in utilizing key theoretical models of health education, health communication, health promotion and community development
  • Knowledge of applicable legislations, policies and standards in tobacco control is required
  • Working knowledge of Provincial standards and have excellent skills in program planning, implementation and evaluation
  • Demonstrate strong skills in research methodology (quantitative and qualitative), critical appraisal, and an aptitude for the evidence-informed decision making (EIDM) methodology
  • Strong communication skills (both verbal and written) are essential in order for you to communicate effectively with your manager, director, supervisory team, direct reports and other departmental staff


Job Duties:

  • Promote innovation and strategic thinking and guide this high functioning team as they strive for results
  • Work in partnership with the manager, director, the Departmental Tobacco Steering Committee and other team supervisors
  • Oversee program planning, implementation, monitoring and evaluation of health promotion strategies for population wide interventions related to youth engagement, tobacco prevention and cessation
  • Familiar with population health concepts, theoretical models of health education, health promotion and community involvement
  • Prepare, administer and monitor the team specific budget
  • Analyze service levels to assist the Manager in evaluating program efficiency
  • Provide guidance and ensure adherence to applicable Regional, Municipal, and Provincial legislation, policies, and standards
  • Facilitate implementation of the Ontario Public Health Standards and Smoke Free Ontario programming
  • Hire, lead, develop, motivate, empower and evaluate a multi-disciplinary team and ensure efficient utilization of resources
  • Coach and mentor a high functioning team
  • Facilitate evidence-informed decision making processes of reporting staff and to ensure reporting staff participate and contribute in a productive and positive manner
  • Manage staff performance which includes staff development and training as well as conducting performance appraisals for immediate reports
  • Strong problem solving and ethical decision making skills are necessary for success.

  • Cultivate customer orientation by investing time and training into your team, and inspiring them to be innovative.
  • Build collaborative working relationships with the divisional and department management teams as well as external stakeholders when appropriate
  • Written reports must be technical, factual and methodologically sound
  • You will be required to critically assess work products produced by your direct reports and ensure that high standards are met within tight timelines.  Political awareness, tact and diplomacy are essential.
